MOSCOW (Reuters) - Gunmen shot dead a Muslim religious leader in Russia's Dagestan region on Tuesday in an attack likely to worsen a spiral of militant violence that threatens Moscow's hold on the restive North Caucasus.
Karimulla Ibragimov was at least the fifth Muslim leader killed this year in Dagestan following a rise in tension between moderate and more radical Muslims in the southern Russian republic.
Unidentified gunmen opened fire on Ibragimov in the town of Derbent at around 6:30 a.m (0230 GMT), Russia's Investigative Committee said. Local officials said he had served as an imam at an unregistered mosque frequented by radical Muslims.
"All three died on the spot from the gunshot wounds," the committee, a government agency that handles criminal investigations, said in a statement.
Russian news agencies said the gunmen escaped in a car.
Dagestan is at the centre of an insurgency for an Islamic state in the North Caucasus, more than a decade after Russian troops ousted a rebel government in neighboring Chechnya and restored Moscow's direct control.
Security analysts said the violence could be aimed at spoiling efforts to reconcile moderate and more extremist Muslims, and provoke a more forceful approach by Moscow which could further radicalize the population.
President Vladimir Putin, who as prime minister in 1999 sent troops to Chechnya, has made clear he favors a tough approach and will not let religious intolerance tear Russia apart.
Russia's most senior Islamic cleric warned in August that there was a danger of civil war in Dagestan, which is only a few hundred kilometers (miles) from the city of Sochi where Russia will host the 2014 Winter Olympics.
Putin has called for unity and has told security forces to outsmart and outmuscle Islamist militants to ensure the safety of the Winter Games and other events Russia is hosting.
CONCERNS OVER EXTREMISM
In comments published on Tuesday, the head of the Dagestan region, Magomedsalam Magomedov, echoed Putin's remarks and pleaded for an end to violence.
"We should act against extremism and terrorism with one front, work more actively, aggressively and in a more targeted way," he was quoted by Itar-Tass news agency as telling a regional anti-terrorism commission.
Efforts to reconcile adherents to the mystical Sufi branch of Islam and Muslims who practice the purist Salafi version of the faith were launched after Putin steered his ally Dmitry Medvedev into the presidency in 2008.
But security analysts say that renewed violence in Dagestan could force a more robust approach toward religious intolerance which could backfire by encouraging retaliation and fuelling bloodshed.
"(Today's attack) could be used as one more argument for the increased use of force," said Grigory Shvedov, editor of web news portal Caucasian Knot www.kavkaz-uzel.ru.
"If this approach is implemented, then the violence will definitely increase a lot," he said.
In August, a woman disguised as a pilgrim detonated a bomb strapped to her body in Dagestan, killing popular spiritual leader Said Atsayev, 74, an opponent of militant Islam.
Suicide bombers and gunmen have killed at least three other religious leaders in Dagestan this year, including another Salafi leader earlier this month.
In July, the top Muslim official in Tatarstan - about 2,000 km (1,240 miles) from the North Caucasus - was wounded in a car-bomb attack and his deputy was shot dead the same day.
The attacks raised concerns in Moscow that militant violence could spread to Russia's heartland and Putin flew to Tatarstan to appeal for calm.
The attacks have largely been depicted by religious experts as retribution for the authorities' crackdown on Salafism, which along with corruption and clan feuds, has been instrumental in directing young Muslims into the ranks of the insurgency.
Militants led by Russia's most wanted man, the Chechen-born Doku Umarov, wage almost daily violence to try to establish an Islamist state in the patchwork of mostly Muslim regions in the North Caucasus mountains between the Caspian and Black Seas.

The spate of unsolicited anti-Obama text messages that have hit hundreds of cellphones in recent days appears to be the work of conservative activist Jason Flanary and his Virginia-based communications firm, ccAdvertising.
Every domain listed in previous stories about the controversy now displays Flanary as the registrant and lists a Centreville, Va., address and phone number, as well as an indication that the domain had been ?suspended for spam and abuse.? Domain registrar GoDaddy.com unmasks registrants when they violate terms of service.
GoDaddy suspended the domains and unmasked their origins overnight after POLITICO and others?reported?on the uproar on Facebook and Twitter surrounding the texts.
Politico reported earlier that one message read, ?Voting for Obama means voting for same-sex marriage.? Others include ?Obama stole $716 Billion in Medicare. We cant [sic] trust Obama to protect our seniors,? ?Obama is using your tax dollars to fund Planned Parenthood and abortions. Is that right?? and ?VP Biden mocks a fallen Navy Seal during memorial. Our military deserves better.?
Many of the recipients tweeted screenshots of their messages. Jim Spellman, a reporter for CNN, tweeted, ?A new low for these political campaigns: text messages? Please give us a break!?
Not much is known about the source of these messages except that they come from addresses like republicanett.com, votegopett.com, aiccomett.com and informedett.com, which suggest the texts may have been sent from the Internet, not from phones. Searches of the domain names show they were registered in February, but information on the owners is blocked.
Not only is it difficult to determine who is sending the texts, but the legality of the issue isn?t easy to discern either. The Federal Communications Commission prohibits text spams, but it seems whoever is behind this organized campaign is using the loophole of sending e-mails to phone numbers.
Last week, the FCC made the announcement that it would begin taking comments until November 23 on a petition that aims to ban Internet-to-phone messaging as a form of auto-dialing.
The person behind the petition, Scott Goodstein, a former Obama 2008 online external director and founder of Revolution Messaging, a digital campaign consultant firm, criticized the anti-Obama spam as ?modern day push-polling.?
?These abuses threaten what is a very promising technology of text messaging for political engagement,? he told?Politico. ?People did not opt-in to receive these messages and ultimately end up having to pay the cost for this unwanted misinformation that appeared on their mobile phone.?
The messages also don?t seem to be well-targeted. Among the people who reported to have received them are hardcore Democrats, children and residents in non-battleground areas.
New York Times congressional correspondent Jonathan Weisman?s 13-year-old daughter was one of the recipients. She received the message: ?Obama denies protection to babies who survive abortions. Obama is just wrong.?
Weisman replied on Twitter, ?Hey sms@gopmessage.com, not cool texting my daughter your little hit piece. I?d like you to stop it.?

"Honestly, that is what we expected," said Elmar Buchner, who along with his colleague?reported on the statue in September?in the journal Meteoritics & Planetary Science. "We heard so many opinions from so many experts in art history and experts for Buddhism on the origins and the age of the statue prior to and after the publication."
The most public of these consultations is a new report from Achim Bayer, a Buddhism expert at Dongguk University in South Korea. In a report released online, Bayer writes that the features of the statue are "pseudo-Tibetan" and are?more likely to be a European reproduction?dating from 1910 to 1970 than a true ancient carving dating back 1,000 years, as Buchner and his colleagues had estimated.
Bayer did not contest that the statue is a made of meteorite
"The non-Asian features of the 'lama wearing trousers' should be immediately obvious to any scholar in the field," Bayer wrote, referring to the statue as a "lama" or guru. The shoes, pants and sleeves of the man's garments are all wrong for ancient Tibet, he wrote. The statue's hands, eyes and ears are also shaped unusually for Tibetan art, he said.
The statue was said to have come to Germany in the possession of a pre-World War II scientific expedition commissioned by the?Nazi party. Bayer called that into question, too, saying there is no documentation of the statue's transfer and arguing that it is more likely a fake created in the 20th century for the antique or Nazi-memorabilia market.
"For us, Bayer's hypothesis is just one opinion," Buchner wrote in an email to LiveScience. "However, we cannot decide whether this hypothesis is valid or not because we are not the experts in art history, and we told the press that our assumptions are speculative, accordingly," wrote Buchner, who is a geologist.
The geochemical analysis of the meteorite is still sound, Buchner said. The team found that the material used to make the statue is a rare type of iron- and nickel-rich meteorite from a meteorite fall along the Siberian-Tibetan border. [Top 5 Weirdest Meteorites]
That cosmic origin brings up one more mystery in the tale of the controversial space Buddha.
"I think it is not convincing that anybody took a very precious meteorite to produce a reproduction for the local antique market!?" Buchner wrote.

WASHINGTON (AP) ? Of the roughly 50,000 words spoken in this month's three presidential debates, none were "climate change," ''global warming" or "greenhouse gas."
Housing was discussed in the first debate, but the word "foreclosure" was mentioned in none. Nor was gay marriage.
The 2012 presidential campaign, not just the debates, has focused heavily from the start on jobs, pushing other once high-profile issues to the sidelines. It dismays activists who have spent decades promoting environmental issues, gay rights, gun control and other topics, sometimes managing to lift them to the top tiers of national attention and debate.
With fewer than half of Americans believing that human activity contributes to global warming, according to Pew Research, President Barack Obama talks far less about climate change than he did four years ago. When he locked up the Democratic nomination in June 2008, he said future generations would recall "this was the moment when the rise of the oceans began to slow and our planet began to heal."
Obama hasn't come close to making such claims in recent months.
Last June, 3,100 U.S. temperature records were broken and much of the nation was in drought, said Daniel Kessler, spokesman for 350 Action Fund, which tries to raise awareness of global warming. And yet the three presidential debates, and the sole vice presidential forum, produced "absolute silence on climate science," Kessler said.
He said he believes voters would respond favorably "if candidates put out a bold vision" on climate change. Instead, the topic generates far less discussion than it did four years ago. Other topics suffering downgrades in presidential campaign attention include:
GUNS
Gun rights sometimes have played big roles in U.S. elections. In 1993, for instance, the recently elected President Bill Clinton signed the Brady Bill, which required background checks on many gun buyers. A new ban on assault weapons soon followed. But it contributed to heavy Democratic congressional losses in 1994, and the law expired 10 years later.
Despite high-profile mass shootings ? including those involving Rep. Gabrielle Giffords in early 2011, and dozens of Colorado movie theater patrons in July ? questions about gun rights and gun control have generated scant discussion this year.
They weren't mentioned in the first debate between Obama and Republican Mitt Romney, which focused on domestic issues. A voter asked about assault weapons in the second, town-hall-style debate, on Oct. 16.
Obama cautiously spoke of "seeing if we can get an assault weapons ban reintroduced." Romney said he favors no new gun laws.
The Brady Campaign to Prevent Gun Violence criticized the lack of discussion in the first debate. After the second, it chiefly praised the woman who asked about the assault weapons ban.
IMMIGRATION
In recent years, immigration has been a big issue in national elections. Then-Texas Gov. George W. Bush backed a pathway to legal status for many illegal immigrants when he ran for president in 2000. But Republican activists and members of Congress increasingly took hard stands against illegal immigrants.
In this year's Republican primaries, Romney positioned himself to the right of Texas Gov. Rick Perry, former Speaker Newt Gingrich and others when it came to being tough on illegal immigration. He said illegal immigrants should be encouraged to "self-deport."
Romney has softened his rhetoric somewhat since then.
He told Hispanic leaders in June he would replace Obama's executive order allowing 800,000 young illegal immigrants to remain in the country with a long-term solution. But Romney didn't detail his plans, and immigration has played a smaller role in the general election than it did in the primary.
GAY RIGHTS
The gay rights advocacy group Human Rights Campaign recently noted on its website that questions of same-sex marriage and other gay rights issues were not mentioned in the first two presidential debates and the vice presidential debate. The final Obama-Romney faceoff was likely to be "the last window for the candidates to share their vastly different views" on the topic, the group said.
But that debate, on Oct. 22, also came and went with no mention of "gay" or "same-sex" ? or any type of marriage, for that matter.
That's not to say the nominees haven't taken stands. Early in his term, Obama helped clear the way for gays and lesbians to serve openly in the military. Last May he embraced same-sex marriage, which Romney opposes.
The gay-oriented group Log Cabin Republicans gave Romney a somewhat tepid endorsement. "If LGBT (lesbian, gay, bisexual, transgender) issues are a voter's highest or only priority, then Governor Romney may not be that voter's choice," the Log Cabin Republicans endorsement said. The group said it believed Romney would do a better job of cutting spending and creating jobs.
Those are precisely the issues that have dominated the campaign, often in basic discussions that don't go far beyond platitudes. Both campaigns have warned of the looming "fiscal cliff" ? the package of huge tax hikes and spending cuts scheduled to hit Jan. 1 ? but no one has come close to offering a viable solution.
Meanwhile, advocates for improving schools, fighting poverty, fighting crime and other issues ? which have played big roles in past elections ? have struggled to get a word in edgewise this year.
When U.S. unemployment exceeded 10 percent in October 2009, politicians said the 2012 election would be about jobs, jobs, jobs. Three years later, that hasn't changed.

The "rally" started at noon. This was the scene when I arrived at 12:05.
And this was the scene when I left 20 minutes later.
There were four staffers and one "attendee" there when I arrived. I parked by the bus and then took my dog for a walk down the river. As I came back towards the bus, the man who I thought was an attendee pulled his minivan up along the curb. ?I thought, "Oh boy, what does this guy want?" Then I noticed he and I were wearing the same t-shirt: Hoosiers for Obama! ?
He said, "You should have come over. We could have gotten our picture taken together."
He said he just wanted to hear what they had to say. ?
He said they claimed to be non-partisan. ?
He replied, "Yeah but you're anti-Obama!'
"No," they claimed. "We're not anti-Obama. We're just opposed to his policies."
He and I shared a laugh about the Koch Brothers-funded bus tour pretending to be non-partisan.
Ironically, the location they chose had a terrific view of the new bridge being built over the Ohio River. ?So as I walked back to my car, I stopped to make a few smartass comments to the guy who appeared to be in charge. First I "congratulated" him on the turnout. Then I pointed out the bridge to him ("stimulus in action" as I described it). ?I explained to him how we had needed a new bridge for a very long time. It was very narrow and scary to drive across and was recently limited to 3 tons which is a real pain for trucks trying to get to and from the factories in Madison and I-71 in Kentucky. Anyway, I told him the bridge never got approval until federal stimulus funds helped fund it. I asked him to be sure and point that out if anybody showed up to their rally.
If they had gone a few miles down the road, they could've seen the recently completed work done at the coal plant that has been fouling our air quality for longer than I have been alive. Not only did EPA regulations force them to improve air quality, it also put hundreds of construction workers back to work. ?
In the second photo, on the right, there's a girl with her back turned. She was wearing a Purdue University sweatshirt. ?I wish I had thought to ask her if she had actually attended that public university, and if so, had she used any Pell Grants to help pay for it and/or was she benefitting from the lower interest rates on any student loans she might have taken out?
Look, I'm not under any illusions about my hometown supporting President Obama. Even when Obama carried Indiana in 2008, my hometown still went to John McCain. I do have some hope that people here will have enough sense to reject Richard "God's intention" Mourdock. Joe Donnelly is going to be more conservative than I would like, somewhere between Evan Bayh and Ben Nelson. But he is certainly a better option than Richard "Washington needs more partisanship" Mourdock. All that said, I was glad to see the American's for Prosperity bus tour was an epic fail in my hometown and hopefully in other towns around the country too. ?
Funny update: Apparently they took out a 3/4 page in the local newspaper to advertise the event. Unfortunately they ran it in today's paper. Not sure how long the bus stayed around but it might have been gone by the time most people even got their paper, which gets delivered in mid to late afternoon. Hmmm, might have been a good idea to run the ad in yesterday's paper?

TOKYO (AP) ? Japan's Cabinet approved a 423 billion yen ($5.3 billion) economic stimulus package on Friday, moving to fend off recession as the recovery in the world's third biggest economy falters.
The emergency spending package, which is double the size originally expected, is also meant to help make up for lost momentum from reconstruction in the region devastated by the March 2011 earthquake and tsunami.
Prime Minister Yoshihiko Noda's leeway to boost spending is limited by a legislative standoff preventing issuance of deficit-covering bonds. Noda has ordered the government to draft further measures to boost growth by next month.
Friday's decision coincided with news of a 0.1 percent fall in the consumer price index in September, adding to pressure on the central bank to ease policies to help fight deflation, or falling prices, which can hinder economic growth.
National policy minister Seiji Maehara has been among the most vocal officials pushing the Bank of Japan to do more to boost growth, sitting on central bank board meetings to emphasize the government's desire for more action.
Japan's economy has remained in the doldrums for over 20 years and a hoped-for export-led recovery has been stymied by the European crisis and slowing growth in China and elsewhere.
Many economists believe there is a growing risk of a recession contrary to the central bank's expectations of a pickup in growth later in the year.
Although interest rates remain near zero, the bank could further expand its asset-buying program to convince markets it is determined to break out of Japan's deflationary slump, said Matthew Circosta, an economist with Moody's Analytics in Sydney, Australia.
"If they have an inflation goal of 2 percent or 3 percent they should pull out all stops to achieve it," he said. "They've just got to be more aggressive than they are now," he said.
The stimulus package includes more than 264 billion yen ($3.3 billion) on disaster prevention and spending on projects and subsidies to help along the lagging recovery along the northeastern coast, where the magnitude 9.0 earthquake on March 11, 2011 and ensuing tsunami left more than 19,000 people dead or missing.
A big chunk of that is to go to support for small- and medium-size businesses. It also earmarks some 41 billion yen ($514 million) for renewable energy projects.
The government is also pledging 3.8 billion yen ($47.5 million) for support of research related to work by Shinya Yamanaka, winner of a 2012 Nobel Prize in medicine, on reprogramming mature human cells into stem cells ? a discovery that could lead to new treatments for various diseases.

WASHINGTON (AP) ? Former Secretary of State Colin Powell, a longtime Republican, is sticking with President Barack Obama in this year's election.
He tells "CBS This Morning" he respects Mitt Romney but thinks he's been vague on many issues.
Speaking of Obama, Powell said the president got the United States out of Iraq and has laid out a plan for leaving Afghanistan "and didn't get us into any new wars."
He praises Obama's economic performance, saying that while difficult choices are ahead on taxes, spending and budgetary policies, "steadily, I think we've begun to come out of the dive and we're gaining attitude." Powell, a retired general, also formerly was a White House chief of staff and chairman of the military's Joint Chief of Staffs.
Powell says that he's still a Republican.

President Obama has spent much of the past six months hammering away at Mitt Romney's career in the private equity business, but for a time, as a state senator in Illinois, Obama sang the praises of the private equity sector, saying it offered "the best opportunity for economic vitality" in Illinois.
"As many of you know venture capital and private equity is one of the key mechanisms by which we finance new businesses in the state of Illinois," state Sen. Obama said in a speech before the Illinois Senate on May 30, 2003. "For a variety of reasons, Illinois has been lagging behind some of our competitor states in the formation of venture capital and its deployment in terms of seeding and funding new companies."
To help make Illinois more competitive in attracting venture capital, Obama proposed the formation of a special task force on private equity - and made it clear he was doing it at the request of those in the business.
"This is an issue that has piqued the interest of various persons in the industry, and so they have asked that we form this Private Equity Task Force to examine these issues," Obama said, according to an Illinois Senate transcript from May 2003.

The task force was created with Senate Resolution 89, a bill offered by then Sen. Obama that described private equity as the key driver of the state's economy.
"The development of the private equity sector of the Illinois economy," the resolution said, "offers the best opportunity for long-term economic vitality, for the expansion of jobs, for the improvement of productivity and a quality standard of living, and for providing the greatest number of citizens with genuine opportunity."
There was no mention of Bain Capital, but it sounds like something a former chairman of Bain Capital would embrace without hesitation.
The resolution passed by a vote of 56-0.
